gbm-logo1. Gabungan Bertindak Malaysia [GBM], the Coalition 25 Civil Society organizations (list below), fully endorses the Social Inclusion Act {SIA, 2012} proposed by Saya Anak Bangsa Malaysia [SABM] and the National Human Rights Society [HAKAM].


2. Today, almost forty percent of Malaysians are still trapped in the inter-generational cycle of poverty and inequality. Poor and Low Income households comprising 12 million citizens lack the capability to overcome the multi-dimensional disadvantages they face on a daily basis. Vulnerable individuals and groups, citizens and non-citizens alike, continue to encounter prejudice and discrimination, and remain marginalized.


3. The proposed SIA is in line with GBM's Charter that states - “There must be equitable distribution of wealth, to eradicate poverty, end marginalization and ensure the welfare of the People. Any affirmative action must be based on needs and not ethnicity.”


4. We believe this legislation contains key proposals that would go a long way towards achieving the goal of a just, equitable and inclusive society as envisioned in the Rukunegara promulgated on 31 August 1970.


5. In this regard, GBM calls upon all political parties to undertake a comprehensive study of the proposed legislation and to seriously consider adopting it for implementation. The specific proposal to establish an independent Social Inclusion Commission accountable directly to Parliament merits serious consideration as it is designed to address the issues of poverty and marginalization in a non-partisan, accountable and transparent manner.

 

6. Additionally, GBM proposes to establish a civil society based ‘Poverty and Marginalization Watch Group’ to monitor and evaluate the effectiveness of the proposed Social Inclusion Commission. The ‘Watch Group’ would act as a check and balance and would complement Parliament in overseeing the workings of the Commission.


7. We call upon the people from all strata of our society to support this noble initiative. This is indeed the time to come together as a nation to address the real issues of poverty and marginalization in a non-partisan and dispassionate manner.

1. Gabungan Bertindak Malaysia [GBM], satu gabungan 25 organisasi bukan kerajaan, menyokong penuh cadangan perundangan Akta Perangkuman Sosial oleh Saya Anak Bangsa Malaysia [SABM] dan Persatuan Hak Asasi Manusia [HAKAM].

 

2. Kini, hampir 40 peratus Warga Malaysia masih lagi terperangkap di dalam kitar kemiskinan dan ketaksamarataan yang diwarisi dan diturunkan dari satu generasi ke generasi yang lain. Hampir 12 juta warganegara tergolong dalam kumpulan isi rumah berpendapatan rendah dan miskin dan tidak mempunyai keupayaan untuk mengatasi kekurangan serta kelemahan yang terpaksa mereka hadapi setiap hari. Individu dan kumpulan yang paling hampir dengan setiap masalah ini tidak kira sama ada warganegara atau bukan warganegara, sering ditindas dan masih terpinggir.

 

3. Perundangan yang dicadangkan adalah sejajar dengan Piagam GBM iaitu – “Pengagihan kekayaan yang saksama untuk membanteras kemiskinan dan menjaga kebajikan Rakyat. Sebarang langkah afirmatif hendaklah berdasarkan keperluan dan bukan latar belakang etnik.”

 

4. Sesunggohnya kami percaya perundangan ini merangkumi beberapa syor penting yang akan menyumbang ke arah pencapaian wawasan mewujudkan sebuah masyarakat yang adil, saksama dan inklusif yang termaktub dalam Rukunegara yang diisytiharkan pada 31 Ogos 1970.

 

5. GBM menggesa semua parti-parti politik mengkaji secara komprehensif dengan tujuan terimapakai dan melaksanakan Akta Perangkuman Sosial yang dicadangkan ini. Syor khusus untuk menubuhkan satu Suruhanjaya Perangkuman Sosial di bawah pengawasan Parlimen, harus diberi pertimbangan yang serius. Kami percaya pewujudan Suruhanjaya tersebut akan membawa manfaat jangka panjang dari sudut menangani masalah kemiskinan dan kepinggiran secara bebas, akauntabel dan telus.

 

6. Disamping itu, GBM ingin mengesyorkan penubuhkan satu “Kumpulan Pantau Kemiskinan dan Kepinggiran” untuk memantau dan menilai keberkesanan Suruhanjaya Perangkuman Sosial. Kumpulan ini akan bertindak sebagai badan “check and balance” dan membantu Parlimen mengawasi operasi Suruhanjaya tersebut.

 

7. Akhirnya, kami merayu Rakyat dari semua lapisan masyarakat supaya tampil ke hadapan menyokong inisiatif murni ini. Inilah masa untuk kita sebagai warga Malaysia bersepadu bagi menangani masalah kemiskinan dan kepinggiran secara tidak partisan dan rasional.
