Bersih Policy Brief: Fix the Date - Raising Turnout by Early Announcement of Election Dates


 

BERSIH welcomes the decision by the 6 MBs/CM to seek a common dissolution date for their DUNs.

We call upon:

(1) the 6 states to go full term or seek early dissolution in advance and subsequently;

(2) the EC to preannounce the nomination and polling dates, to minimize disruption to voters' work/life schedule, reduce the cost of voting and raise turnout. Early determination of election dates also allows the EC to plan for expansion of absentee voting facilities to Voters who are out of their respective state.

If the middle-term State elections are carried out as business as usual, Bersih warns that the turnout may be only around 55-60%, as patterns of previous state elections suggest. This may cause the outcome in many marginal constituencies to be affected by small margins, and also affect the legitimacy of the new state governments.
